How will the department of health and human services carry out a new health care plan?
I have to write a bill for government and i need to explain how Health and human services would carry out my bill after it would be passed. What steps would they take? My health care plan resembles obama’s plan if that helps.
Once the legislation is signed by the president, the approprriate department writes the regulations to implement the law.
For example, the LAW says we have to pay income taxes.
The IRS regulations say we have to file a form 1040.
First, proposed regs are written by the department staff.
They MUST follow the law.
They can not violate the law.
The proposed regs are published in the Federal Register, and the public has from 30 to 90 days to comment on them.

The dept. reads the comments they get, and decide whether to change any of the proposed regs to fit the comments.
Yes, comments very often do make a difference.
